Oh, I've seen petcocks fail before but that is crazy rare. They work off a simple vacuum, on or off. You can pull a vacuum on the suction line (I use a shop vac) and see if the fuel flows and stops....

OMG, that's horrible! I also wonder what caused that meltdown to happen to your scooter. I know someone who added a bunch of extras to a Lance Cabo scooter and something like that happened to him....
