Turns out it is the carb, I have no idea why, but...

Turns out it is the carb, I have no idea why, but I replaced it with one from an old 80cc dirt bike engine a friend had laying around and the problem is gone and the scooter has noticeably better...

I picked up a 50cc gy6 scooter a while back and it ran fine for a couple weeks then started hitting a rev limit like someone was shutting off the ignition when I reached a certain rpm and turning it...
