I removed the battery cover and tested the battery using my battery tester. It tests as fully charged.

The connections to the battery are solid. No corrosion whatsoever.
The scooter is pretty new. Only a few hundred miles on the odometer.

I tested the battery after letting scooter run stationary for about 15 minutes. I disconnected the jumper battery then did the test. It tested as having a strong charge.

I just tested the battery after letting it sit overnight and the needle jumps but not into the green section. The horn works but very anemic. I get no sound when trying to turn the engine. I'm quite sure it will start again if do another jump, as this worked several times yesterday.
That sounds a lot like a bad battery to me... When you say your testing it with a battery tester... is it a voltmeter? it's likely your battery has a charge but not the CCA needed to engage the starter... Take your battery to batteries plus or an auto parts store and have it tested... most will test it for free... you can find great deals on batteries at scrappydogscooters http://www.scrappydogscooters.com/COMMON_PARTS.html
