Now i always cover my scoot with a cover for more then just a vege outline on what might be under the cover to any passerby's but because a good cover keep your scooter happy and rust free as best as can be.
In my home town, i haven't had a problem with hooking my helmet up to the little hook.
I've tied every thing from plastic bags to small little tool bags to it.
It's there for you to use for any light weight items you can use it for.

Excellent advice, a cover is essential, i always carry mine and use it when ever my motorbikes have to be out doors for any period of time
Even on a sunny day they are of use, keeps the paint from fading and the seat from drying out fading and cracking
