I had a similar issue with my 150cc scooter a couple of years ago. I ripped the engine apart. All I should have done was replace the gaskets at both ends of the cylinder. The shroud helps air flow around the engine, thus providing cooling. Replace the gaskets, buy a new shroud and you're probably in business.
