I spent a hour priming my carb after swapping a jet lol. Those vacuums are a little bitchy. After seeing the video, I truly believe your not getting enough gas to the carb. Take it back off, pull the float. There could be even a grain of sand making it stick, a hair or anything. Carefully remove he float as you don't want to bend anything out of adjustment, but when you get it off blow carb cleaner right through that hole until it is spraying out of the fuel feed and then spray it right into the fuel feed. Go the extra mile and pull your intake manifold off and check your reeds. One reed with half a grain of sand holding it stuck open could potentially mimick your issues. Let me know how it goes
