It looks like the standard AC fired CDI. If the CDI has enough charge it should fire the plug when triggered. Briggs and Stratton has min. cranking RPM of 350 ... I haven't found a min for GY6 type engines. I'd guess the fuel system has more to do with easy quick starting than the ignition. More on the ignition systems...
