Need help with 150cc Velocity Scooter

Hello,

I was given a 150cc Velocity Scooter that had been in storage for about a year. It would not start when I got it so over the past year I have been replacing various parts. I've have replaced the starter, fuel filter, fuel pump, and today I put a new battery in it. After putting the new battery in and swapping out all the old gas for fresh stuff it seemed closer to starting than it ever has. If anyone has any info on common problems that arise after not running these scooters for some time or just general advice I would greatly appreciate it!

Check the valve clearances and put in a new spark plug. CDI ignition will eat plugs in an engine with problems.

I put a new plug in today. I forgot to mention that the kick start was pretty hard to get down the first few times. It still seems pretty stiff and I'm not sure if that would have anything to do with it. It's electric start but also has a kick start.
