Don't know what those are. Does it look like there's places where they fit on the scooter? Look around the scooter and you can probably find out where they should go.

They are to be used as washers for the nuts where the luggage rack is screwed into the top back of the scooter. The work as a cushion.

Probably air box spacers. Parts falling off a Chinese scooter is a normal thing. I would save them. When you're in the mood for spending a few hours on your scooter, you can tear into it and try to fix loose parts. You'll probably figure out it then.

I agree with Mawby those are the rubber washers for the luggage rack.
