Get one with pneumatic (air filled) tires. The solid tire ones are okay on smooth surfaces, but even sidewalks give them trouble.

Try Walmart. I bought a wheel chair from them. It was better than I expected.

A knee scooter or wheelchair both will works great for this purpose. But i don't have any experiences with wheelchair, because i only used this RinKmo scooter after my leg surgery last year, which was a foldable scooter and very comfortable.
