MC54B welded handlebars

So I just got a good deal on a set of risers, cover plate, drag bars, and billet grips.
Comes in a kit that is not quite for my bike, but am sure I can make them work. My issue is my current bars are actually welded to the steering plate. It looks like there are actual tapped holes for risers under the welds, but I can't be sure.

I assumed I would just cut and grind off the welds and bars, and if need be drill new holes for the risers and bolt them on with lock tite from underneath.

Anyone dealt with this, or have any thoughts on a plan to just drill new holes in the steering plate?
