From the looks of it there doesn't seem to be any suspension system on those wheels or a pivot point on the hitch connection. I would be concerned that if you hit a bump all the weight and impact would be directly transmitted to the hitch possibly bending it catastrophically.

http://www.acchitchhelper.com/#!Cust..._9350/imageug3 There was a thing like this a couple years back that would help with the weight, and allow a van to pull a goose neck even. May have had brakes to help. The website disappeared before I ever saw one for sale. Never saw one in real life.
