Weird.. Choke Removed... Hole Plugged... Idles Great

First of all I had a problem that cropped up on my SSR 150cc scoot where it was hard starting and wouldn't run. I checked the choke and the needle is moving like it is supposed to. I plug the hole the choke came out if and it starts and idles great! It sounds like a vacuum leak before I plug the choke location hole.
Any ideas?

I used to do that on every two cyl Triumph with Amal carbs that I owned. For one thing , after awhile the cables can stretch(one side), all in all , it saves ALOT of problems & tunes much better. I used to tune as two separate engines & this cuts out a lot of headaches. Luckily I tuned better than I spelled! Irish
