49cc New Speed 50 Tao Tao
I just installed a brand new carburetor, adjusted my valves both IN and EX to .003 and installed a brand new spark plug. It's still having a hard time starting up. When I pull the throttle, it hesitates and nearly cuts out on me. I'm guessing the source of the problem has something to do with air flow and fuel. What do you guys suggest?

Set the valves to .004" intake and .005" exhaust.
Set your carb mixture screw to 2 1/2 turns out.

49cc Tao? Return the new one and order a stock one, you can go as high as 20mm. My scooter use to bog down, but my solution was to change the gap on the spark plug, it stop that. Also the folks at the local Harley shop helped me, which is always a good thing.
