Vino 125 very slow at bottom speeds

Howdy! I have a 2007 Yamaha vino that hadn't run in about 2 or 3 yrs until today. I finally got around to changing out the shredded old belt, put it back together and started up. She idles like she wants to poop out on me but when I give her gas she wakes up. Then as I get going, even at full throttle, she takes about 30 seconds to get up to 15 mph. Once there she takes off! I had her up to 65 twice today!
Any idea what my next steps should be? Fuel? Clogged carb? Air leak? Clutch? I'm learning still and would love some help.
