Scooter Stolen and returned, doesn't work now

Hey all, my wife and I bought a scooter (Roketa MC-16-150cc) to get us through college as a cheaper alternative with the high fuel cost. Unfortunately, some POS stole it, hotwired it and when the cops returned it to us, we cannot get it to work. He destroyed the ignition switch and I bought a replacement but when I put it in place, the bike still won't turn on. I have 3 ignharness images attached showing that.



I took all the panels off the bike and found a 9 pin harness (only 8 pins are used) that is in the steering column hooked up to nothing at all.

I also found a harness under the seat that isn't hooked to anything at all either.


I didn't know if this would be a place I could get some help as we don't have a lot of money to take it to a mechanic to get it fixed and the thief that stole it is in jail but the police said we'd have to do small claims court to have him cover the cost but he's a druggie with no job, so they said it isn't really worth it.
