missing lock washer for bolt on the handle bar

hey fellas...newbie here.

My Taotao Powermax 150cc scooter was delivered yesterday and the pdi checked out fine except for one minor issue.

I am missing a lock washer for the handle bar that was in the zip lock bag of nuts/bolts that were under the seat. The bag was sealed and didn't have any holes. So, I was wondering if i could get by w/out the lock washer and just put some locktite on the bolt.
