Tank 150 just clicks. Help?

Hello. I bought a Tank 150 scooter a few months ago, and recently it started clicking once, without starting. If I proceed to keep pushing the button, sometimes 100 times or more, it will eventually start to turn and start. I thought this may be the starter going out, so I bought a new starter and put it on last night. Same thing. Click, click click. Can anyone help with this? I'm not sure what it can be now.

what wiring? Im not sure where to go from here. One thing I can tell you is that is always has made click, click, click click when riding it as the headlights would flicker. I know there is a short somewhere in there for that at least, but not sure where to look
