Honda Passport

Greetings.

New to forum and have a question about a 1972 Honda Passport 70 that is my neighbors. Just replaced carb and plug and scooter will run fine with the air filter off, however, when put back on carb, it acts like it's starving for fuel. Checked to make sure no blockage in air filter box and also checked carb float. Can anyone point us in a direction that might be causing these symptoms?

Maybe the foam filter needs to be replaced. Perhaps try to put the airbox assembly back on but with the foam removed?

Not really claiming to know all too much about air intake issues, but it seems like a valid next step.

Thanks, will try that. Does anyone know if the valve lash being out of adjustment might cause this?
