Looks like a Yamaha Jog.

Look for a manufacture plate on the scooter to identify it. The VIN might also be of help.

Looks reasonably complete and would be a decent project, but beware of the costs associated with restoring too old of scooters, even ones made by companies like Yamaha & Honda.
