gy6 problem to bypass vaporization?

So I tweaked the stator's pickup magneto so its like paper thin from the flywheel. A new battery charges at 17 volts, an old one 14. Added a fuel filter infront and behind petcock, added an air filter to the vacuum line. Set carb on lean. Am getting a good 130-150 mpg. Problem is in the winter it hates to start and I usually start it with a jump pack. It takes a good 10-15 minutes idling and maybe 1-2 miles at 15mph to operate normally. My question is how can I get it to vaporize gas, and heat up engine quickly. Works great on a hot start, but would like it to start well on a cold start. Would something like an electrolytic spark plug work?

Too high it shouldn't be over 15v
