How to handle NEW aftermarket 150cc heads with too loose valve stem to guide clearanc

you examine your new(CHEAP) aftermarket head and find both valves go clunk clunk side to side in the new guides. SO loose you know you don't want to put your new build together that way without getting the mics out. I'm thinking they do this to assure they never put out a head that sticks a vale....but it's too much.

Does anyone know of a hone-to-fit guide available anywhere so it can be done right?
