GY6 scooter electrical problem

I bought an 08 Kaitong mc04 which is now known as the roketa mc04, 600 miles on it garage kept. The guy said the battery was new when I bought it, it started up as normal and then after a while the starter wouldnt turn over unless I hooked up a jumpbox to the battery so i would kick start it. it wouldnt turn over without the jumper on it. and then after a couple more days the starter wont turn over even with the jumper box hooked up. And it wont kick start either. can a stator stop a scooter from being able to kick start and can it go out at 600 miles? also it was 40 degrees when i tried kick starting it which makes it difficult. im gonna try again after it being in my basement all night but i expect itll still not start. Let me know what you guys think. thanks.

can a stator stop a scooter from being able to kick start: Yes. AC CDI gets power from the stator.
