Tank with GY6 Blowing Out All Lights

Hey guys. I'm repairing a 2006 Tank scooter for a friend. Has the GY6 motor in it. All the lights were blown out. I stripped all the body panels off and found that the yellow wire that is providing power to all the lights is grounding out to the frame somewhere. I traced and tested all the connection until I isolated the short as coming from the stator. My question may be stupid but I'll ask it anyway, is this wire (yellow) coming off the stator supposed to be grounded and somehow isolated once it goes through the regulator/rectifier. It's easy enough to order a new stator but I want to somehow make sure that the problem isn't in the reg/rec rather than the stator.

look @ pg 50 of the manual (pg 57 of pdf) you can clearly see the white wire is full Vac charging power sent to the R/R, the yellow wire supplies reduced Vac power to the lights and the enricher. And of course, green is ground.
