turn signal relay

Have taken most of the panels off my Peace Scooter and still cannot find the turn signal relay. It is an old scoot, 07.There is a metal box attached to the steering column shaft but It does not look like the round signal relays being sold on ebay. Could this be it?

Ok I found where it should be but there is not one in there. It is behind the speedometer, or was.
