Should I have to throttle back when starting?

Before I was ever able to take it out on the road legally, I would start up my new scooter and just kind of fart around in the yard going back and forth. Everytime I would start it up, it would do just that, start up. I didn't have to give it gas or anything like that. Of course it had less than 10 miles on it at that point. Now that I've been riding it on the street and have over 200 miles on it when I go to start it cold I'm finding that I have to turn the throttle back to give it some gas...after just a couple of seconds the choke seems to kick in and it will stay running. Is this the normal way it should start up? Maybe I was spoiled before with not having to give it gas?

I read in my user's manual for my Baja SC150 (GY6 clone, 2009) that I have to prime the engine for a cold start by having the ignition off and turning the throttle 5-8 times. Seems to help my bike start.
