I just bought a new chinese gy6 and after the break-in period I want to add a few electronic accessories. I know that the battery is grounded to the frame, which makes easy connection. If I want the device to receive power only when the key is turned, would it be best to use the positive lead to the console light?

You would use the black wire from your ignition. In most chinese bikes it is the key switched power. Make sure it's not black and white
