cam timimng,crankshaft timing

If the cam timing and the crank shaft timing is incorrect,will it cause a scoot not to get a spark or fire as they say?

it will spark at the wrong time, and if the cam is at the wrong tdc it will not start, sometimes a bike will start if the timing is off by 1 tooth
