30mm pumper carb, "dumb question"

Hey I just bought a 30mm pumper carb and matching I.M and not 100% on the 2nd port on the bottom of the carb that looks like the circle vacuum port on the side of the stock carb, but like i said this is on the bottom and not sure what to hook up there.
