Flywheel or starter clutch or both?

So I recently picked up a roketa bahama 50. I got it running and rode for about a week. Then randomly lost spark. I have since replaced all major components in the ignition system. I have spark again but still won't run. As I crank the motor over the flywheel makes several revolutions then sticks. Or will not spin from the start unless I rotate it a bit by hand first. So I'm thinking I need a starter clutch. And possibly a new flywheel as it has some pretty good scaring marks on the inside I found replacing the stator. And I was hoping for some other opinions on what to do.
