So sorry to hear of your problems In my state if it produces more then 2 HP its considered a motorcycle http://www.ct.gov/dmv/cwp/view.asp?a=810&q=430480 That's why all my scoots are registered and insured as they easily exceed that cap I've had my motorcycle endorsement for many years so i have no problems riding any type of 2 wheeled vehicle Hope things work out to your satisfaction Take care and ride safely dear friend Yours Hank
