need help identifying part

Howdy I'm needing help figuring out what this part is. I have a 49cc Chinese scooter(139qmb gy6). It's located on the front of the scooter close to the regulator/rectifier. Looks like it's attached to a green and black wire that im assuming is going to ground. It's a metal rectangular piece with a spring inside. My phone's being weird and won't let me attach the pic so I'll upload it from my computer in a minute..

I'm hoping this part has something to do with scooters charging system because my scooter won't start. I did get it started once the other day. I drove it around and for a half hour and it charged the scooter so it would start up every time...but after letting it sit for a few hours it wouldnt start anymore. I'm hoping this part is the problem. Any ideas?
