Front wheel slides back and forth on axle

I was recently given a GY6 49cc scooter. The only thing wrong with it is the speedometer doesn't work.

So after some tinkering, I discovered the speedometer cable wasn't spinning. I removed the front wheel and pulled the speedometer off. It looks like someone put it on wrong, tightened it down and bent the 2 tabs inside.

I disassembled the speedometer and straightened the tabs.

I reinstalled the front wheel and tightened the axle, everything appeared to be fine... except the wheel slides back and forth on the axle between 1/4" and 1/2". The bearings on both sides of the wheel are able to slide in and out the same distance as well, shouldn't they be pretty well fixed in place?

I'm wondering if this wasn't the issue with the speedometer to begin with? When the wheel is pushed towards the speedometer, the speedometer works, but when i'ts pulled to the other side, the hub is far enough away from the speedometer gear where it doesn't spin the speedometer.

Any help would be great, thanks!
