Scooter problems VIP Future Performance

Hello. I just purchased a couple of 2013 scooters from a local rental company.

They have the usual broken faring and minor problems, however one of them does not want to run run like it should.

It starts up and idles just fine.... But does not accelerate like normal... Very slow to gain speed and acts like it is Rev limited.... The other scooter runs good... The exact same model and year.

Any suggestions on where to start the trouble shooting?

Most common thing to do first is adjust the valves.
