139QMB Wont Start, Clutch?

HI, this is my first post, I hope you guys can help me out. First off, I'm not a noob at fixing stuff, I've rebuilt and restored a few motorcycles, but this is my first scooter.

My sister gave me this scooter when it stopped working. Don't you just love free stuff.. At first I couldn't find much about it, it's a 2004 Wahoo. Then after reading, I found it's a generic Chinese Scooter with a 50cc 139QMB motor. I found a manual and went through the trouble shooting guide. Turns over, Fuel, Spark, Compression... ect. Got all that. I even bought a new CDI and Coil for it. I could get it to pop, but not run. After banging my head for several weeks, and reading posts on forums, I tried something I hadn't before. I removed the drive belt. And she fires up!

So, what it appears to me is that the Clutch is worn out. It's grabbing at a way low rpm and giving too much resistance for the motor to even warm up.

Is that an accurate assessment?

So, If that's it. What springs are suggested? Should I mess with the variator too?
