Is this normal?

I bought a used 2021 Wolf Sport Edition w/750 miles on it. It bogs down at 20 mph-ish. Air filter is clean. 2 different CDI boxes didn't fix the issue. What should I try now? Carb adjustment (instructions?), or just buy a new one? What else could it be?

Also, when I was under the seat yesterday, I saw 4 ports that didn't have a hose attached to them. Is this normal? thanks in advance.

Start the scooter and listen for a hissng noise. Somewhere there's a cracked, broken or unattached vacuum line. Also check the intake manifold for cracks. There's a vacuum leak somewhere.
