Rpm's wont rev past 3500

I recently bought a new 2014 49cc ToaTao Vip scooter and i noticed my rpms wont exceed 3500. It currently has 573 miles. I can go about 30-33mph max but it takes a while and the rpms are always below 4k. I also lose a bit of power when i go up hills as well and my speeds will even drop to 20mph sometimes. A couple friends of mine have 50cc scooters and they seem to go 35-40 mph quite well, and they pass me on the road and hills with breeze. I changed the CDI out with a performance one that is blue, but i didnt see any change in the rpms. I also put in a performance coil and spark plug, but that only made it start better and idle better, it didnt increase my rpms or speed. I watched youtube videos of people riding the same exact scooter as mine and getting 6-7k rpms easy. So i know for sure that something aint right.

Sorry, but this seems like perfectly reasonable performance for a stock 4-stroke 50cc bike with a heavy person (200+ lbs) on it. As for the RPM's, check if the clutch is dragging when its idling, if it is, it might have broken springs on and be engaging too soon. Your friends probably have the 2-stroke variation of the bike, which produces a lot more power.

If it's running 30 to 33 mph.....it is turning far more than 3500 rpm's, and your tach is way off. They (TaoTao), advertise the top speed of their 50cc scooters to be 30 to 35 mph, so you are right in that ballpark.

If it feels like it's not running right you may need to adjust your valves.

I'd wonder if there wasn't a governor in there somewhere (e.g. smaller jet, something on the CVT) also. Given the work you've done, I presume you've checked those but if not, it's something I'd look in to.
