Remove the fuel line from the carb. Only about 1/2 oz of fuel should spill out. If fuel keeps spilling out, you have a bad petcock. This is fairly common with OUTSIDE of tank GRAVITY FED petcocks. Replace the petcock (if it is an OUTSIDE tank petcock, replace it with a 3/16" FUEL SHUT OFF SWITCH available at Advance Autoparts or any power equipment shop for $10) and drain and replace the engine oil. If you remove the fuel line and only 1/2oz fuel comes out, remove and clean your carburetor, as it most likely has a stuck (OPEN) float.
